Robert is a senior commercial lawyer with 20 years experience in both the private and public sectors.  Robert has worked in-house in a number of industry sectors as well as being a partner in private practice for many years.  He is experienced in both non-contentious commercial matters as well as dispute resolution/mediation.

 

He is experienced in the healthcare sector having been in-house General Counsel for the Department of Health’s Commercial Directorate for a number of years and having advised various NHS organisations.

 

Experience (highlights)

 

Lead in-house lawyer for the Department’s of Health’s Commercial Directorate in relation to the Independent Sector Treatment Centre (ISTC) Programme.  Robert managed the legal advice and assistance required for Phase 2 of the ISTC programme under which various elective and diagnostic schemes were completed.  Issues arising on the ISTC programme included consideration of various employment models, public procurement law issues and the involvement of independent sector providers on a fair playing field.

 

Robert is currently advising Commissioning Support for London in relation to the proposed procurement of Acute Invoice Validation services from the private sector on behalf of the 31 London PCTs.

 

Previous work includes:

 

Advising PCTs in relation to a judicial review challenge brought for alleged failure to consult the public under the Health and Social Care Act 2001 (now the NHS Act 2006).

 

Legal support in relation to the NHS standard contracts for acute services, mental health services etc. 

 

Adviser to the Department of Health’s Pandemic Flu Team in relation to a number of projects relating to the UK’s preparations for pandemic flu including storage and distribution arrangements, call centre provision and drafting appropriate governance arrangements with Scotland, Wales and Northern Ireland.

 

From 2006 – 2007, Robert was head of the Department of Health’s Central Contract Management Unit.
